The normal pH of a healthy vagina is indeed between 3.8 and 4.5. It is better to avoid using soaps with pH values outside this range.

Also, only use gels and wipes for cleaning the vulva, not the actual vagina – your vagina cleans itself automatically, so you do not need to use chemicals for this purpose.
